This is an offscreen/headcanon memory! When Naoto first appears on television for her news interview, the announcer mentions that she had previously solved 24 cases. So basically it's a montage memory. There's no detail provided for what kind of cases they were, but I'm going with a good variety of incidents--embezzlement, extortion, blackmail, arson, kidnapping, assault & battery, fraud, murder, and so on. The violent crimes aren't nearly as high in number as thievery and fraud, but it's clear that she's made a name for herself over a very short amount of time (like, three years maybe) by solving these cases. Frequently she was called into a case after the investigation had already begun, and she was needed specifically for when the police had hit a dead end. A couple times she faces the culprits head-on and has to subdue them, but it is clear that such incidents are unorthodox and could have been avoided (it also shows she's proficient with handguns). There's a handful of incidents that she suspects are linked to higher organized crime, but she hasn't gone down the path of full-on investigation.

At the end of every case, Naoto feels confident in herself and her abilities, even if they're accompanied with some feelings of frustration or being maligned by her superiors. She did good. :|b
